Joe B Parks Riverwalk Public Gardens

Tucked along the banks of the Cocheco River between Central Avenue and Chestnut Street, the Joe B. Parks Riverwalk Public Gardens is a serene and vibrant green space that celebrates the beauty of community, history, and horticulture.

Once a neglected stretch of riverside, the garden was transformed thanks to the vision of Dover horticulturist Joe B. Parks and the dedication of over a hundred volunteers. Officially opened in 2008, the gardens feature a series of themed spaces filled with wildflowers, rhododendrons, hostas, mountain laurels, daylilies, and many other plants—some of which were lovingly relocated from Joe’s own gardens.

The gardens are more than just a collection of beautiful blooms—they are a living tribute to Joe’s passion for plants and his love of sharing that passion with others. Over the years, Joe taught classes, wrote gardening columns, collaborated on public garden installations across the city, and even partnered with students to design a Japanese garden. His legacy lives on through the continued care of volunteer “garden tenders” who maintain the space year after year.

The Riverwalk area itself is steeped in history, dating back to Dover’s earliest colonial days and evolving through centuries of industrial growth, urban renewal, and community revitalization.
